The Tanzimat reform movement came to a halt by the mid-1870s during the last years of Abdülaziz’s reign. Despite this, many former Tanzim members chose to remain in Lebanon and continued to carry out their militancy within the BCCN throughout the 1990s, later helping in the establishment of the Free Patriotic Movement (FPM), a wider anti-Syrian Christian political coalition led behind the scenes by the exiled Aoun. Tanzim’s future prospects seem bright. The promises of equality for non-Muslims (mainly Christians and Jews) living in the empire were not always carried out, but the balance of the changes provided for in the Noble Edict, along with other reform measures, were implemented principally under the leadership of Mustafa Reşid Paşa, who served six terms as grand vizier.
Yet, such collective leadership system did not prevent the rise of preeminent figures who dominated the Movement's leadership like the physician Dr. Fuad Chemali in 1972, succeeded by the lawyer Georges Adwan in 1973. The ‘Tanzim Party’ (Arabic: Hizb al-Tanzim) or ‘Parti du Tanzim’ in French as its name implies, was a MoC/Tanzim splinter faction established by Georges Adwan shortly after been ousted from that organization’ presidency in late 1976. Part of its purpose was to maintain ‘street cred’ with younger radicals who were attracted to the more militant Islamists and supported resistance (Byman, A High Price, pg. Thus deprived of their fighting force, the ‘Tanzim Party’ was gradually pushed to the sidelines and ceased its activities around the mid-1980s. This fact notwithstanding, the Tanzimat reforms succeeded in laying the groundwork for the gradual modernization of the Ottoman state. In late July 2017, Mahmoud Abbas, the president of the Palestinian Authority (PA) and the head of the Fatah movement that dominates it, “mobilized the shadowy militia elements of his party,” for protests against Israeli efforts to improve security near the Temple Mount. Adwan was able to survive politically though, and in 1989-1990 he even tried unsuccessfully to broker an agreement between Gen. Michel Aoun's Army and the Lebanese Forces led by Samir Geagea.
